Abstract
Background. The article analyzes current policy and legislation on Russian servicemen discharged from military service. Relevant and appropriate proposals are outlined in order to contribute to the development of the overall state power of Russia. Materials and methods. The article is based on the analysis of the Federal Law "On the Status of Servicemen". Simultaneously, the study applies the theory of speech acts to conduct a literary analysis of the above materials. Results. Russia's repeated use of its military power is mainly focused on “people”, therefore, financial indicators are such that expenses exceed income. Conclusions. Russia should pay attention to exploring the potential for developing the advantages of other military and non-military forces, especially to the need for in-depth research in the field of military science and technology with great development prospects. At that, it is necessary to legislatively strictly control the advancement and application of military science and technology in order to ensure that the country takes a leading position in research and development in various fields of military science and technology, and to ultimately achieve an increase in the overall state power of the country.
